Student Parking
Vehicle registration must be completed within the first ten (10) days of the start of each semester. Entry gates at all student parking lots and garages will be placed in the open position during these first 10 days, allowing students ample time to obtain their parking permit for the current semester. After the first 10 days all entry gates will be placed in the closed position. Students who have not obtained their parking permit will be denied access to all campus parking facilities until which time the parking permit and access card are obtained.
If a vehicle is acquired after initial registration it must be registered before it can be operated or parked on campus.
Students are not authorized to parking in any Faculty/Staff or Premier/Reserved parking lots at any time for any reason NO EXCEPTION
How to Obtain Parking Permit Decal & Access Card

- Log into the payment site using your T# (Capital “T”) and PIN (6 or 8 digit date of birth) https://secure.touchnet.com/C21492_tsa/web/login.jsp.
- From the home screen select “make payment”
- Additional items will display, please select your parking needs.
- Once the selection is made, click “Continue”
- Enter payment information and review the confirmation page.
- Select submit and save an electronic copy of your receipt (required to complete an online parking application.
- With your electronic receipt on-hand, please complete online parking application here.
Once parking receives your application with the attached payment receipt, you will receive a call confirming that your parking permit has been processed and when to pick up your permit at the West Garage.
Decal Fees

Residential Life Students residing in UAV, Tierwester Oaks and University Courtyard may obtain an additional permit allowing parking access to all Campus Student Lots at an additional cost of $40.00.
Note: Residential Life Housing Permits and Student Lots Permits cost $40 each totaling at $80 if both permits are needed, this allows students to park in designated Residential Housing parking lots and Student Lots around the campus.
Note: Any student requiring a Handicap TSU permit must show Handicap Placard and Driver’s License. Identification number on DMV Handicap Placard and Valid Driver’s License must match in order to receive TSU issued handicap permit.
Replacement Decals $40.00 (Lost, stolen, or damaged)
In the event that your hangtag (decal) is lost, stolen, or damaged there will be a $40.00 replacement fee.
Replacement Decals fee will be full price and can be purchased directly from Bursar’s Office, must bring paid receipt to the Westside Garage Parking Department for replacement decal.
Replacement Access Cards $15.00 (Lost, stolen, or damaged)
Replacement Access Cards are $15.00 and can be purchased directly from Bursar’s Office, must bring paid receipt to the Westside Garage Parking Department for replacement decal.
Anti-pass back violations $25.00 for reactivation
An attempt to allow someone else to enter or exit using your card after you have entered will result in access being denied. This is recorded as an anti-pass back violation.
Anti-pass back violations are subject to fines and/or revocation of campus parking privileges.
Overnight Parking Eastside Garage Lot S-4 North & South
Students who have a vehicle on campus will be able to park in Lot S-4 North and South with or without a TSU parking permit. Overnight parking will start at 11pm until 5am Sunday through Saturday. All vehicles without a TSU parking permit needs to clear Lot S-4 by 5am. If your vehicle is caught parked in Lot S-4 overnight parking lot without a permit after 5am, it will received a parking citation and/or towed from parking lot.
Students can purchased a park & ride permit to park in Lot S-5 to utilize shuttle bus that will drop off at the shuttle bus stops around campus. (Located behind UAV dormitory by University Warehouse)
Unassigned Premier and Reserved parking spots will be available for students after the 12th class day. Also, to park in the East (S-4 North & South only) or West Garage (Blodgett street entrance only), you must purchase a hang tag with an access card, which is $40 per semester. Otherwise, your parking options include the student-accessible surface lots; Eastside Garage S-4 & Lot S-1.
Shuttle Service
Shuttle bus and tram service operates Monday through Friday, from 7 a.m.-5 p.m. The shuttle bus will be used as a park & ride, offering courtesy rides for faculty, staff and students. Pick-up & drop-off spots will be at the East Garage (Sampson & Cleburne), Burkett & Cleburne, Tierwester & Blodgett (for those who utilize parking lots off Rosewood and Canfield), and Blodgett at the S1 parking lot. The shuttle routes will run approximately every 10-15 minutes. You must present your valid Tiger 1 Card to ride the shuttle or tram. Additionally, the new Automated Vehicle (AV) shuttle provides free rides for students, faculty and staff up and down the Tiger Walk.
Note: Any vehicle removed from Texas Southern University for violating parking rules and regulations will be towed to a City of Houston tow lot off campus, which will result in fines and storage fees. access card
- Student access cards are programmed to access student parking lots only. Including both East and West Garages.
- Cards are non-transferable.
- Cards will deactivate at the end of the semester and reactivated only after purchase of a parking permit for the subsequent semester.

Disabled Veteran Parking
In an effort to recognize the sacrifice made by our disabled men and women of the military. Veterans, who qualify in accordance with the Texas Transportation Code 681.008 and 504.202, and meet the below qualifications will receive a parking permit at no charge.
- Must be a full-time student at Texas Southern University.
- Must provide documentation verifying a combined evaluation of at least 50% percent.
- Must provide a letter stating that they are receiving services connected with disability compensation from the Department of Veterans Affairs.
- Must provide a current and valid driver’s license along with insurance.
- The vehicle must display a Disable Veteran License plate.
- Must be the owner or operator of the vehicle.
